Road tunnels use leaky feeders - A sort of co-ax cable with holes in
:-)

Enron used to have one installed in their head office basement areas -
Cost a fortune . . . . .

Essentially, you install your own cell.

Of course, all this was a few years ago, things have probably changed
and they cost tuppence now!?!
