Only the ISP can tell you if the ADSL is properly activated. Though
looking up your friends number on another isps availability checker
may tell you if there is at least an order on his line as if there is
you should be asked for a MAC (migration code).

If the line is not in synch one of the most common causes is filters,
you need a filter on every phone socket in use on the phone line, any
unfiltered telephony kit plugged into an adsl line can interfere with
the DSL signal and could be preventing synch, particularly on a long
line.

I would suggest that your first port of call is the ISP, they can
check that the provisioning is complete and run some basic tests on
the line, much better than you sitting around sratching your head!
