Hi Dave

We have a solution available shortly that will do this, a high quality
capture card allowing you to capture composite, component, rgb, svideo and
DVD rom PDI data, and then scale it to your native tft/plasma/projector
resolution using dScaler. It is aimed primarily at the home cinema market
but would certainly do the job.
