If the LD11s use a rail according to DIN EN 50022 35mm, then it is possible
to purchase the rail and mount it into a suitable enclosure (as large as
you
want) Sarel www.sarel.co.uk make pressed steel enclosures that are not too
expensive.

I'm also looking for the best value enclosure and would be
interested to know more about the
Hager 54 way ones.

The best that I can see in my Newey & Eyre catalogue is a 28 way
Crabtree Starbreaker Consumer Unit which would cost about 40 or
about 1.50 per way.

I'm installing a similar setup to you, but using Hager 54 way
boards. I've found them to be the best/most cost effective way
to install lots of AD10s and LD11s.
