Apologies for the off-topic, Google didn't help, and I'm researching for a
friend.

Requiments:

1. Broadband (uncapped). Speed of 15Mb+ would be sufficient.

2. Free/low cost landline international calls (primarily Europe).

Budget ~35/month.

It appears that fibre to building is available (yes, I'm envious ;-))

Any recommendations? (Skype isn't an option due to unreliable connectivity
on the rural French side; though perhaps some sort of VOIP (analogue
inbound) could work).
