Thanks again.

Yes, the picture over HDMI is complete but just floats in the middle of the
screen. The slider for over/underscan appears to just scale this image -
there's no difference in "quality" for different positions of the
slider.
The tv/monitor says it is 1920x1080 even when the image is floating.

Perhaps I'll try the manufacturer of the graphics card. It's an nvidia but
I was surprised not to see a user/support forum. Perhaps I wasn't looking
hard enough.

I'll persevere and post back if I find any improvement.
