If you have an electric meter that flashes an LED you can use a
simple photodiode and counter to measure consumption. I use a 1-wire
counter from Hobby Boards and an OPN-ONE to measure and display the
values but any interface that can calculate the difference in counter
readings between time periods would work fine.
