BT have a product called BT Fusion which does what you are looking
for. It's not great though, from what I've heard. AFAIK it is the only
service currently available which does exactly what you are looking for.
Orange are able to provide mobile phones which have a landline number
assigned to them (e.g. 0207 xxxx instead of 077xxxx), and if you have
a business tarrif you can use their Everyphone feature to divert
incoming calls to your mobile to any landline at no cost. They also
used to offer the ability to transfer calls between designated
handsets, but this could well have been discontinued as they insist on
"simplifying" their offerings and removing any value add. Try
talking
to a knowledgeable business account rep (if you are lucky enough to
find one!).
If your requirement is actually to be able to take calls from multiple
fixed locations, then look at Gradwell's remote centrex service. This
allows for a virtual switchboard to be set up at any location where
you have broadband connectivity.
