What about if you query the NTP and ping the server, If your not happy
with the ping result, discard the NTP data and retry.

Have you looked into getting a PC based Rugby Time Receiver? Would give
you level 2 NTP I think, don't know what's already been discussed
though.  For one second, if you on DSL and using your own ISPs servers
the net latency *shouldn't* be a problem... But then once set your PC
clock should be accurate to the second for quite a while, I think???
