In my experience, it could be either.

Take out the cartridge, flip it over, and open the little door.  Using as
soft of a cloth as you can find, clean the green roller inside, turning it
gently by the white gear.

If the problem persists, try a different cartridge.

If the problem still persists, it is the drum...

Not very helpful, I know...

Hi All,

HELP Please !!!

I have an HP Laserjet 4 printer but no manual for it and I cant find one on
the HP website. Recently printed pages have started to develop a series of
black lines down one edge.

Any ideas to the cause and cure ?

Is it a sign that the toner cartridge is getting low or is it a sign that
the drum is on the way out.
