I had a chat with one of the guys there this morning after send an enquiry
off about the cost of the development kits.  They are currently aiming at
the high volume OEM type market so the costs are relative to that.  The
development kits comes in at about $7,500 which includes two days training
in Copenhagen and full support from the Z-wave team afterwards.

Obviously this is a bit pricey for the home developer but as time goes on
and the development platform becomes more stable and the support cost
reduce it may come down.  Interesting to see if this takes off, if they can
get a few major manufactures on board it could be worth looking at in more
depth. They are going to keep me up to date so if I hear any I'll let you
know.
