Mobile phone "how are you" message

A friend has this "how are you" text pop up on his phone too
often.

It seems to be related to his SIM, not his handset.

On his Nokia 8310, it pops up when the phone is turned on for a couple of
seconds, then goes to the normal "network diplay" screen.

On his Motorola V66 it keeps appearing.

It's NOT set as a welcome text in his phone settings.


Any ideas what this is? Or how he gets rid of it?
