Is it a regulated or an unregulated power supply???  Although the output is still high for an unregulated 10V PS.  
For example, a 12V unregulated PS will read approx 18V.

My shiney new WaveFinder seems to have died today.... bugger.
I recall someone else's was DOA,  does that kind soul have a number for Psion that I can contact without spending all of tomorrow morning on the phone?
 
 
After the event I know, but I measure the output from Psion supplied '10V' PSU, it was 19.9V without a load. I wonder if that did it???
