Is it a requirement to keep mains power supplied to the boxes??

They can't dial out without juice, and Sky have got no way of knowing if
you've just unplugged them from the mains socket (to reduce fire risk, lower
the house quiescent power consumption (every little helps!)) or disconnected
the telephone line.  What if your PC ties up the phone line for endless
periods?

When I bought my Sky box the T&C's said "keep connected to telephone line
for 12 months".  It didn't say the box had to be powered... :o)

If you get a second subscription, part of the agreement is that you keep
both boxes plugged in, otherwise you could get a cheap second sub for your
mate down the road!
