So taking a normal light fitting with switch and
bulb
you could change the earth wire's wiring at switch and ceiling rose ends,
to get
a neutral.... without any additional wiring back to the fuse
board....?????

Correctamundo! (But there are ways around that you know ... it's
double
insulated so doesn't *REALLY* need that
earth...)
